Vue d'un moulin souterrain au Locle. A gauche, une paroi de rocher pour montrer que l'on est sous terre. À l'arrière-plan, un rayon de lumière parvenant de l'extérieur et un homme, appuyé à une barrière, contemplant le moulin. Au premier plan, des notables et des jeunes travailleurs. Au centre, des sacs de marchandises devant le moulin, grosse machine imposante et ouvriers travaillant.
