The Research and Training Institute of the Ministry of Justice of Japan conducted the first National Crime Victimization Survey (NCVS) in Japan in 2000, when they participated in the fourth wave of the ICVS. The survey was repeated in 2004, 2008, 2012, and most recently in 2019. A two-stage stratified random sampling method was used to create a sample of 6,000 men and women aged 16 or over (3,000 persons each). Between January 26 and February 28, 2019, interviewers visited the homes of participants and recorded their responses. A separate self-administered questionnaire on stalking, domestic violence, child abuse and sexual incidents was filled out by the respondents and either collected by members of the research team or submitted via post or online. The survey results were analyzed by classifying the types of crime victimization into three categories: household victimization, personal victimization, and fraud victimization.
